In the 1980’s, the Colorado General Assembly passed legislation creating the Crime Victim Compensation and the Local Victim Assistance and Law Enforcement (VALE) Programs. The legislation established victim compensation and local VALE programs in each of the twenty-two judicial districts. In 1992, as the result of a performance audit, the Victims’ Compensation and Assistance Coordinating Committee adopted Standards for the Administration of Crime Victim Compensation Programs and Standards for the Local Victim Assistance and Law Enforcement Programs. The intent of the Standards was to maximize fair and equitable assistance to victims of crime, while preserving local priorities and administration. During 1998 and again in 2004, as part of the rulemaking process required by the Administrative Procedures Act, the Division of Criminal Justice submitted revised Standards for public review and comment, and held public hearings across the state. The current Standards went into effect on August 30, 2004.
